Scaling Conversions

SO i have been trying to fiddle, research, & figure this out but still not sure so could really use some help.
When it comes to scaling, i'm bringing most of my sd or obj files from Maya. If i scale down, let's say, a wine glass, to what makes sense via the measure tool, it's way too small to work with. But then what way do i adjust the other scaling options? In other words, if the actual size of my wine glass should be 10% of what the viewport scale is, then do i adjust the cell size scaling, daemon force for objects, and/or daemon force for fluids? and if i do, what way? Like, would those numbers go to 10? or to .1? i'm confused on how to do the conversions and which options to be adjusting
