Liquid cloth simulation - emitter related to geometry speed

Hi everyone,

I'm not sure if an answer is already given in another thread (if so I'm sorry) or if I am too stupid to
get things right but anyway I am stuck…

I want do simulate a liquid dress which I've already animated in Cinema 4D via Clothilde and
imported to realflow as .sd file. Now I want the dress to emit particles only at a certain speed as
the dress whirls around. The faster the dress turns around the more particles shall appear and they
should inherit the vertex/polygon's dynamic attributes (like speed and direction). If the overall dresses movement its too slow nothing should happen.

I used a object emitter by now and tried to play around with several daemons (like speed or filter) but I wasn't successful yet. If anyone could help me with this question I would really appreciate. Thank you,
